Justine W. Blue, MPA, MPhil

Justine W. Blue is a native of Kinloch, Missouri. She is a product of both the Kinloch and Ferguson-Florissant School Districts.  Justine holds a Bachelor of Arts and a Master of Public Administration both from Saint Louis University graduating Summa cum Laude and Magna cum Laude respectively.  An avid and enthusiastic proponent of continuous education, Justine is currently pursuing a doctorate in Public Policy Administration.

Justine has a long, professional career in both the private and public sectors spanning more than 30 years. She spent more than a decade working for one of the largest Pharmaceutical Benefit Management companies in the country where she honed her leadership skills and also where she advanced her financial acumen, program development, and implementation responsibilities. Upon leaving the private sector, in 2008, Justine joined the Division of Family Services as a specialist in the long-term care approval department and worked as the Business Office Manager for two St. Louis based long term care facilities. Serving the underprivileged and taking care of “the least of these” is what leads and guides Justine in all her endeavors.

Justine is a member of First Missionary Baptist Church of Kinloch now in Blackjack, MO where she has worshiped for more than 40 years.  She was named twice among “Who’s Who in Black St. Louis”, is a member of The National Society of Leadership Success, and a member of the American Society of Public Administrators. Justine sits on the Board for the St. Louis County Economic Development Commission, is a former member of the National Society of Professional Women, and she is a member of Alpha Kappa Alpha Sorority, Inc. Justine and her husband John have three children and three grandchildren.

Mayor Evelyn Carter

I was Born October 27, 1954, in Clayton Missouri.  I moved to Kinloch in 2004  came aboard Kinloch administration in 2011.  I stepped up to accept the duties of Mayor in 2012.  I felt it was a way to give back to Kinloch, and try to make a change in the city that I am proud to represent and call home.

Alderman Julian Wells

Born and raised in Kinloch, I graduated from McCluer North High School in 1988 and immediately answered the
  call to serve in the United States Army as a combat Medic. I was Honorably.
  discharged from the Army in 1998. I have 4 children. I worked for Emerson Electric
  and Detroit tool Metal products. I earned a degree in Industrial Maintenace
  from Ozark Technical College then returned to Kinloch in 2015 to use my
  training and skills in the Public Works Department. In 2016 I ran for the
  Board of Alderman and won. I am currently serving my second term, with the
  last 3 years serving as President of the Board.
  My goal is to see my city back as one. Not having to go outside of Kinloch
  for anything. I want to see Kinloch back to a self-sustaining City!
 

Alderwoman Pauline Durham

I was born and raised in Clarksdale Mississippi. I came to Kinloch in 1955 and attended Dunbar Gardens Elementary School and graduated from Kinloch Senior High School in 1968. I enjoy working with the youth so
after I graduated, I worked at the Kinloch YMCA Summer Youth program. The city was flourishing!!! We had everything out here at one time, doctor’s office, dentist, telephone company, but businesses started closing and neighbors started to move away. I worked for and retired from ConAgra Foods in 2011. In 2018 I accepted
the position of Alderwoman on behalf of Alderwoman Helen Fry due to an illness and have been serving the City of Kinloch ever since. I would like to see the city come back, it’ll probably never be what it was but we sure can try and make it flourish again with what we have left and make it great!


Alderwoman Clara Jones

Born and raised in Kinloch.  I
left the City in 1982, and when I returned, I saw that many stores were closing or had been closed and the city was beginning to change. I moved back in 1995 for the final time. In 2020 i was elected to the office of Alderwoman. I ran for Alderman to see that Kinloch would begin to grow. I would like to see more stores, more businesses and more opportunities for the kids and Adults in the city. I know it’ll never be like it was because everything was black owned and operated but I look forward to seeing it grow and prosper past what it once was to a diverse and thriving City in the future!

The Planning and Zoning Commission is comprised of 5 members that are responsible for making recommendations on a variety of issues related to the zoning and future plans for the City. There are currently two open seats on the P & Z Commission.
